The NRAA, on behalf of its members, has worked with the Centers for Medicare and Medicaid Services (CMS) to develop an efficient and reliable electronic data submission solution for independent, regional and community based dialysis providers that’s less of a burden than manual entry. The result: The NRAA HIE for CROWNWeb.

The NRAA HIE for CROWNWeb is a routing hub that receives required CROWNWeb data from dialysis providers and electronically submits the data seamlessly and securely to CMS for the ESRD program. It also serves as the conduit to return automated feedback from CMS on the status of the submission. The NRAA HIE for CROWNWeb does not store or aggregate any information.

The NRAA HIE for CROWNWeb allows dialysis facilities with EMRs to submit data to CROWNWeb electronically rather than manually keying it in. This means:

The NRAA is providing the HIE primarily as a member benefit to help independent, regional and community based dialysis providers remain competitive. Fees help cover the up-front costs involved in developing the service, and the costs involved in maintaining the service.

Any dialysis facility that uses an EMR can connect to the NRAA HIE for CROWNWeb, but it requires the EMR vendor become certified first. If you use an EMR that has been certified or an EMR that is in the process of becoming certified, you can register now. To join our email list and get updates on the NRAA HIE, sign up for email alerts.

Once you’re registered, we will work with you and your EMR vendor to enable the connection to the NRAA HIE for CROWNWeb. To complete registration, you’ll need the following information:

  • Contracting organization name
  • NRAA membership status
  • Organization size
  • Contracting organization address, city, state and zip code
  • Organization DBA name (if applicable)
  • Designated business contact information
  • Once your overall organization is setup you will then register each of your facilities. You will need specific information about each facility, including:
    • CROWN Facility ID – Your local Network can help you identify this number.
    • CROWN CCN – This is also known as your Medicare Certification Number.
    • CROWN Facility Name – Use the name that CMS refers to.
    • Network ID – the Network’s numerical identifier.

If your EMR vendor is not on the list of certified vendors (see below), please contact them and let them know you would like them to become certified so that you can access the NRAA HIE for CROWNWeb. You can point them to information on how to become certified. Let us know that you’ve contacted your vendor by emailing hie@renalexchange.com. When a member requests an EMR vendor become certified, we will follow up with the vendor and encourage them to participate.

  1. To submit data to CROWNWeb, you must have a QIMS (QualityNet Identity Management System) account. All users who will need to work in CROWNWeb should set up their accounts in the QIMS system as soon as possible. Find out how at http://www.mycrownweb.org

What Is CROWNWeb?

CROWNWeb is a CMS-mandated system for collecting data from Medicare-certified dialysis facilities. CMS uses CROWNWeb to receive defined demographic, quality/outcomes and cost data from dialysis facilities.

What Is the Story Behind CROWNWeb?

When CROWNWeb first launched in 2008, only the three largest dialysis organizations – DaVita, Fresenius, and Dialysis Clinic Inc. – were set up for batch submission. All other facilities were required to enter information into the system manually, a costly, time consuming and error-prone process. The added expense put independent, regional and community-based dialysis organizations at a competitive disadvantage. NRAA intervened on behalf of its members and has worked with CMS to find an efficient and reliable electronic data submission solution for independent, regional and community-based dialysis providers that is less burdensome than manual entry. The result is the NRAA HIE for CROWNWeb. To develop and test the NRAA HIE for CROWNWeb, NRAA contracted with technology partner OneHealthPort, and sponsored a pilot of the system in cooperation with CMS, a small group of dialysis facilities and their EMR vendors.

What Is the NRAA HIE for CROWNWeb and How Does It Work?

The NRAA HIE for CROWNWeb allows independent, regional and community based dialysis facilities with EMRs to submit data to CROWNWeb electronically rather than manually keying it in. It is a routing hub that receives required CROWNWeb data from dialysis providers and electronically submits the data seamlessly and securely to CMS for the ESRD program. It also serves as the conduit to return automated feedback from CMS on the status of the submission.The NRAA HIE for CROWNWeb connects to CMS via NwHIN (Nationwide Health Information Network) and submits the same set of data elements that comes in via batch from DaVita, Fresenius, and Dialysis Clinic Inc., or from manual users of CROWNWeb. The NRAA HIE for CROWNWeb is being used first to transmit CROWNWeb data, however, the technology can be used for many other important electronic transactions as well.

Is the NRAA HIE for CROWNWeb Secure?

The NRAA HIE for CROWNWeb does not store or aggregate any information. It is a conduit to securely pass encrypted information to CROWNWeb. The NRAA HIE uses an encryption technology that assures privacy, confidentiality, and security for electronic communications consistent with applicable HIPAA and Privacy Act statutes and related regulations.

What Are the Benefits of Using the NRAA HIE for CROWNWeb?

Time savings and data accuracy are the two biggest benefits of using the NRAA HIE for CROWNWeb. All facilities will soon be required to submit data to CROWNWeb to satisfy CMS Conditions for Coverage for ESRD, and our estimates indicate that manual entry for CROWNWeb takes between 20 – 30 minutes per patient per month. By using the NRAA HIE for CROWNWeb, you save a significant amount of time and eliminate keying errors by making use of the data that already exists electronically in your EMR rather than manually re-entering it into a separate online form. When you use the NRAA HIE for CROWNWeb, you also get the added benefit of receiving automated feedback on the status of your submission to CMS.

What Does the NRAA HIE for CROWNWeb Cost?

For NRAA members, the subscription fee is a discounted $29 per patient per year, invoiced annually. For non-members, the fee is $36 per patient per year. This subscription fee will apply to your overall average monthly patient census and will not be tracked at an individual patient level. Organizations with less than 20 patients in their average census (for all of their facilities combined) will be charged a minimum annual subscription fee that is equal to 20 patients so we can cover the fixed cost of providing the organization the services. Most of our organizations do not require any additional software but in certain circumstances, an organization may need a special piece of software in order to connect to the NRAA HIE. If needed, we provide this software and pass our cost for the software on to the organizations as a one time expense. The software costs a total of $2,700. The NRAA is providing the HIE primarily as a member benefit to help independent and hospital-based dialysis providers remain competitive. The fee helps us cover the up-front costs involved in developing the service and the costs involved in maintaining the service. Please note: some EMR vendors may charge separately for set up and training. Talk to your EMR vendor to understand any additional charges they may charge. 

Who Can Use the NRAA HIE for CROWNWeb?

Any dialysis facility that uses an EMR can connect to the NRAA HIE for CROWNWeb, but it requires the EMR vendor to become certified first. Some vendors are already certified, some are in the process of becoming certified, and others are not yet pursuing certification. If you use an EMR that has been certified or an EMR that is in the process of becoming certified, you can register now or sign up to receive alerts on the status of NRAA HIE for CROWNWeb registration. Can I Use the NRAA HIE for CROWNWeb If I Do Not Have an EMR?

No. Unfortunately at this time the NRAA HIE for CROWNWeb requires an EMR. If you are considering an EMR, take a look at the list of EMR vendors currently certified for the NRAA HIE for CROWNWeb or the list of EMR vendors in the process of becoming certified below. We are also aware that facilities that do not currently have an EMR would be interested in innovative solutions for CROWNWeb data submission.

Will I Still Need to Manually Enter Information into CROWNWeb if I Use the NRAA HIE for CROWNWeb?

Yes. You will still be required to manually enter some data. For each patient, you must manually create and submit 2728 and 2746 forms using an on-screen data entry system. You will also need to log in to manually download quality reports, and you can use the manual portal or the HIE to make any corrections to your data after the initial data submission.

Do I Need a QIMS Account If I Use the NRAA HIE for CROWNWeb?

Yes. In order to do the manual portion of the work, you must have a QIMS (QualityNet Identity Management System) account. QIMS is an identity authorization and management system put in place by CMS to control and manage access to key government information systems, such as CROWNWeb. We encourage all users who will need to work in CROWNWeb to set up their accounts in the QIMS system as soon as possible. Find out here. How Can My EMR Vendor Become Certified?

This process entails working with NRAA’s technology partner, OneHealthPort, to develop the CROWNWeb data set, test the data with the NRAA HIE for CROWNWeb, and perform end-to-end testing with CROWNWeb.
